Deism - question?

A question about Deism - the belief that God created our universe (possibly along with any number of other ones), set the ball rolling and then sat back.

The question is - is the Deistic God capable of interfering if it wants, or was the choice not to interfere made when it created our Universe, such that he created it such that he CAN NOT interfere?

If he 'cannot' inerfere then who or what created universe does not matter anymore. He is as good/bad as big bang. If it is his choice not to interfere then also he is as good/bad as big bang. What differentiates deism is its belief that there is an afterlife and God rewards/punishes accordingly.
 
I see it like a train set or a fish tank. Sit on the outside and everything does its own thing. But, it is spatially possible to come in from "the outside" and f-it all up.
