The controversial “price-fixing” scheme is an attempt to stop the sale of beer, wine and spirits at discounted prices, which is blamed for encouraging excessive drinking.

Taking the old USSR as an example, it is the government's abuse of people that leads to excessive drinking.

I'd also like to know what government would "abuse" its people? Governments are wonderful organizations that act only in the best interest of all of the people. How could anyone claim that a government would stoop to such horrid acts as abusing its people?

All they have to do is raise the price of alcohol. In the U.S they did that with cigarettes.
