Can we shrink ourselves and other organisms to any size?

Lets just say we wanted to shrink humans to 3 inches (or make a shrew grow to 3 feet). Is that possible- or will be possible in the future with better technology. Now, i dont know much about this but if we added the growth hormone or a mouse we could shrink?
On the reverse, can we grow ourselves taller?
 
We now use human growth hormones to increase our height. As to shrinking, I don't think we can do that now but perhaps in the future we might be able to manipulate the genes responsible for growth to acquire any size we want.
 
No it's impossible, your new size could not hold the nerve cells that make up your brain. By the way you would look something like this

There are some definite limits on scaling a living creature up or down.

It is due to the ratio between volume & surface area: Area change is a second order function, while volme is a third order function.
 
the only way I could think of that might theoretically allow the shrinking to be allowed is creation of a subspace with different laws of physics aside from our own universe. That is just impossible to my knowledge.
