Here a situation. An extremley rich man say someone like Ted Turner is arrested for trying to sell a pound of cocaine. There is no doubt of his guilt. He is facing 10 years manditory of hard time. He makes a deal with the court to donate $1 000 000 000 to start some drug rehab centers in leu of going to jail.
