No, simply because of the biological limitation in producing carrier waves in MHz frequencies. Maximum we can do is sound waves like bats. had it been otherwise, the plants would have been able to do that because plant kingdom has been here a lot longer. They use chemical signals to communicate when under stress. That is what we do too besides shouting....

We don't know is the correct answer, seems to me at least.
There is no benefit for biological creatures to perceive radio waves, there is no evolutionary drive to develop it.
 
probably, just shrink a radio to the size to where it can be placed in the ear. however, it would more likly be used for a cell phone/mp3
