keeping in mind 99.999% of all american politicians rely on not changing anything
they dont want change
around 55% of the voters also dont want change
racism means nothing to them unless it is taking money from their bank account or food from their table
THAT is capitalism

social policy verses economic policy
some political moves can instigate social change which is equal to policy change without the policy

roughly 50% of all americans do not care about the other 50%
thats just the culture
its hard to normalize concepts inside that to fit the intellect of the average person asking questions about things they dont really comprehend

trump(the republican party) wishes to remove USA womens access to reproductive health care services
there is no specific policy that gives them any rights
the assumption of right is false
but it is a moral concept inside the social culture
but it is governed by capitalism as the primary ruler of morality

they wish to remove current access without making a new policy

it is a game to them
they dont actually care about womens reproductive health care

obama made a policy change to create the ACA
it was not exclusively a new policy but an alteration to an existing set of regulations over private business.

so you have the actual changes, policys and effects
verses those seeking to manipulate things for their own personal gain

most average American people have absolutely no idea at all what a policy is

about being up front and honest and saying what your looking for

social impact
verses policy
verses social recognition
verses legal changes
verses human rights
verses money

Trump wanted to make a new policy for a muslim ban into the usa
but he could not

your question holds equal merit to the swapped out question of
who was the better war general
GWB junior or hilary clinton as SS

it means literally nothing except its political troll value until you have a better deeper understanding

I thought earlier..conservatives do not want or promote reform so a do nothing president presumably is a good thing.

The attitude to free health care surprises me ... I don't think I would like to have had my back opperation in USA..7 weeks, private room and my own bathroom, great food, magazines, tv but the internet only got set up after I left, morning and afternoon tea with nice biscuits, great nurses...I would draw their portraits and they would keep me company when not busy, saw multiple doctors each day every day...three angiograms, open surgery on back, excellent drugs ...cost $6 the day I left cause they said I needed to buy some painkiller on the way out...
I expect if in USA I would be down one house for the experience...and five or six years after they do an MRI each year and see me to make sure all is ok. That's free although I have to pay for parking.

its almost more anthropology(my thing [dev psyche anth] hobbyst)
i have no particular ego interest in politics

most power greedy people seek to get support as easy as possible
if this means selling a fake medicine then they will sell it
like no change to conservatives
society cant function without change
so its a fake medicine

misconception of the american medical system is that it is there for the patients
it is not
it is there to generate profit
