It's about the life and times of a whimsical white mare and her misadventures in the land of nod. 
William Cooper stumbled on some truths(or half-truths as he later suspected) during his career in U.S Naval Intelligence and after he retired that he decided could no longer keep them a secret.
He encouraged others to disclose what they knew so some real facts could develop about the U.S Government's massive black budget, the fruits of it's labors and indeed, a completed shadow government.
For these endeavors he was shot and killed by authorities on Nov 5, 2001. After 911, they just could not let this guy stay alive as he was starting to get a really big audience. He had in fact predicted that a terrorist attack was imminent and would be blamed on Osama Bin Laden. He made this prediction in June of 2001.
Behold a Pale Horse
Many ufologists striving for mainstream acceptance ignored Cooper, yet he became a popular speaker on the UFO lecture circuit, and expanded his account into the book Behold a Pale Horse.
Cooper is perhaps best known for this 1991 book which details many of his claims about various conspiracy theories. The title is from the Bible, Revelation 6:8: "And I looked, and behold a pale horse: and his name that sat on him was Death, and Hell followed with him." The book includes the text of The Protocols of the Learned Elders of Zion. Cooper placed a notice at the beginning of the chapter that the Protocols were not Jewish in origin but were disguised as such.
Written after Cooper had been a member of the US Naval Intelligence Briefing Team of the Commander in Chief of the United States Pacific Fleet, Behold a Pale Horse details Cooper's claims about the influence of UFOs on the US government, the New World Order, the assassination of President Kennedy, and the Apollo Moon landing.
Cooper later stated that he had been deceived by superiors into believing the UFO conspiracy. In a paper available at his website (hourofthetime.com) called MAJESTYTWELVE he stated:

Sure, but it was still a conspiracy. See he was a first hand observer of a 'craft' which he was told by superior, after the sighting, that he did not see it. This was repeated to him until he understood that he had better not claim that he and his fellow crewman saw what they saw.
