Are people "damageable goods"?

Certainly they are due to many things that can and do happen to them by various means. Their environment, genes, parents, friends, education and on and on can have a great impact on them so much so it can actually alter their entire life for the better or worse.
 
No, because sentient creatures do not fall into the category of "goods". As for damageable, in the sense of not invulnerable to harm, yes they are.

I'm not quite clear what the question is. Do you mean the colloquial phrase "damaged goods" to refer to a person who has been cruelly used in the past and has not been able to recover?

Yes, I think that can happen, but I wouldn't go so far as to say no "repair" is possible.
