A Working Jetpack you can own.

I would rent it out when I'm not using it.

I would do that with my maserati, but I'd be using it way too often. :D

The disclaimer that "takeoff and landing are high risk maneuvers," makes me think renting it to the public would be the business equivalent of opening a trampoline park.

What is high risk about take-off?

It is (hard) landings that are high risk.

Well there is some extremely serious force coming out of those jets, if you happen to slip over or lose balance during take off or landing you could be pretty easily propelled into a wall or other obstacle, or just dragged along the ground. It would hurt, and you could die if you got unlucky. Also the water from the jets bouncing off the ground could easily take out your legs, facilitating the slipping/loss of balance.

All dangers you have written of are within the set "hard landings".

Unfortunate flier acquires no suffering while off ground. Unfortunate flier enjoys suffering only when realizing "hard landing".

UH recommends getting off of ground only when probability of "hard landing" has been minimized, cut to the bone.

Well ok, if you call all that "hard landings" then that's fine, but the general public may not be familiar with that term. Why are you then objecting to them saying take-off and landing on the dock are dangerous? The fact that screwing up your take-off can result in a "hard landing" seems good justification to say such a thing is dangerous IMO.

Watch Iron Man. In the scene where he is testing the flight abilities of the suit, he has too much power and he flys back and hits the wall.

It may be a fictional movie but it does demonstrate the dangers.
