Probably fake ID they entered the country with, so they could work. But they need to bolster the numbers of prosecutions after the arrest in an attempt to justify the legislation and detention period.
It's bogus. There is no more danger from terrorism now, than than there was at the height of the IRA campaigns. It's a phantom menace, but the smokescreen could not distract us from the global economic meltdown forever.
