The arrests followed a lengthy counter-terrorism investigation

Five men have been arrested under the Terrorism Act in a series of dawn raids across the Birmingham area.

The men, aged between 29 and 36, are being held on suspicion of being involved in the commission, preparation or instigation of an act of terrorism.

The arrests were made at five separate addresses and searches were also being carried out at two business properties.

West Midlands Police said the action followed a complex investigation by its counter-terrorism unit.

Important word suspected. If you look at the stats, the number of arrests under the prevention of terrorism act vs successful prosecutions is a really crappy ratio;

As of July last year, out of the total 1,166 arrested, 652 released without charge, and 40 Terrorism Act convictions to date, with 180 convicted under other legislation, including murder, grievous bodily harm, firearms, explosives offences, fraud, false documents, and 98 at or awaiting trial.

So, there's a 56% chance these people won't even be charged, despite the 'Intelligence' that has been gathered. IE, the bullshit allegations. Then they can be detained for 28 days, (42 if the Govt get it's way) without charge, so yes, the families need some sort of re-assurance, because perpetrators of the other very real crimes you mention, like paedophilia, or those accused of it, are no subject to such detention, and the crime is far more prevalent;
